Internationalisation is an integral part of everything Tallinn does. It is addressed by all parts of the city’s organisation, from the political leadership to the staff of the city agencies and institutions. Central strategic coordination of internationalisation is therefore essential.

Coordination


The city’s leadership plays a crucial role in representing Tallinn and building its international influence and reputation. All major internationalisation initiatives in Tallinn are led by the mayor. Deputy mayors are responsible for the internationalisation of the city according to their areas of activity.


The city government discusses issues related to international activities and their monitoring at least quarterly, unless otherwise agreed. The Tallinn City Government takes decisions on strategically important and/or long-term international initiatives at the cabinet meeting, based on the city’s development strategy and policy objectives. 


The Chief Executives’ Forum discusses and decides on issues related to international relations that require inter-agency agreement.


The City Diplomacy and Communications Department of the Strategic Management Office is responsible for the overall coordination of internationalisation in Tallinn. To this end, the department works closely with the mayor, other members of the city administration and all city authorities.


The Tallinn International Cooperation Liaison Network brings together the city’s international relations staff. The network helps to enhance information exchange, coordinate the city’s internationalisation activities and ensure a coherent approach to the city’s international relations. The work of the Liaison Network is co-ordinated by the City Diplomacy and Communications Department of the Strategic Management Office.



Allocation of tasks


In the field of international relations, the tasks of the members of the city administration, the City Diplomacy and Communications Department and the city authorities are divided as follows.


Mayor:

  • Represents Tallinn in international organisations, networks, and their governing bodies
  • Participates in high-level international meetings
  • Represents the city in major global initiatives


Deputy mayors:

  • Represent the city in international forums, meetings and projects within their areas of responsibility
  • Set priorities in international relations, create cooperation opportunities and support the initiation and implementation of international projects
  • Ensure that the city budget provides the necessary resources for participation in international organisations and events, staff training, business travel, hosting delegations and other international activities


City agencies:

  • Organise international cooperation and communication activities in their field in line with the “International Tallinn 2035” strategy
  • Coordinate with the European Union and International Cooperation Department the conclusion of international agreements and participation in international organisations and networks
  • Provide reports on the activities of international organisations, networks, working groups and other international engagements


Heads of agencies:  

  • Assess the impact and added value of international cooperation and propose participation in new networks and partnerships
  • Analyse proposals and reflection papers from international networks and develop positions for Tallinn’s participation
  • Designate staff responsible for coordinating international activities and liaising with the City Diplomacy and Communications Department
  • Ensure the availability and proper use of financial resources for international representation, participation in working groups, staff training and the development of international cooperation and communication

City diplomacy:

  • Coordinates Tallinn’s international relations and internationalisation and makes proposals to the city government
  • Organises Tallinn’s representation in international organisations and networks, including cooperation agreements and participation in sectoral networks
  • Coordinates the development of Tallinn’s positions on EU policies and international cooperation
  • Promotes sustainable development through international cooperation, including via the Tallinn Sustainability Governance Hub
  • Coordinates international cooperation with national authorities, the Union of Estonian Cities and Municipalities, the diplomatic corps and international organisations in Estonia
  • Monitors Tallinn’s internationalisation and reports progress to the city government, including proposals for adjustments


Communications:

  • Monitors Tallinn’s internationalisation and reports progress to the city government, including proposals for adjustments
  • Organises media coverage of official meetings, international visits, delegations and events
  • Supports Tallinn’s international visibility through official social media channels
  • Shares knowledge and experience from international cooperation through internal communication
  • Supports international media relations and communication materials
  • Contributes to the development of the city’s visual identity based on Tallinn’s place brand



Funding


Municipal authorities shall ensure that their budgets cover the costs of participation in international organisations and events related to their fields of activity, business travel abroad, hosting delegations and other activities related to the agency’s international cooperation.


The City Diplomacy and Communications Department of the Strategic Management Office manages and coordinates the city’s central internationalisation budget, which finances the following activities:


  • Membership fees for international organisations and networks, as well as participation of the city’s management and representatives in cross-sectoral international conferences and seminars
  • Planning and implementation of activities related to the Tallinn brand strategy and action plan
  • Hosting high-level international delegations and organising international representation events in Tallinn
  • Development cooperation in Ukraine
  • Bilateral cooperation with partner cities
  • Representation of Tallinn in the European Union
  • International activities of the Tallinn Sustainability Governance Hub
